John Pownall to Howe. Enclosed extract of a letter from Dartmouth to Lord William Campbell. at Charlestown [Charleston], relating to the dissafection of many people in South Carolina, against the 'traitorous' proceedings of [the Continental] Congress, and their support of legal government. Affording some opportunity during the 'open part of the Winter for an expedition to the Southward', and the sending of the regiments of foot regiments to Quebec.
