Full Description:
Dartmouth to Howe. On the sending of commissioned and non-commissioned officers home to England to assist in the recruitment of troops for North America, and the commander of His Majesty's ships upon that continent to assist in their passage from Boston. Reports upon His Majesty's speech to both Houses of Parliament to redress those who have been misled by the rebel leader's 'wicked Artifices', and the dissapointing outcome of negotiations with the Empress of Russia for the hiring of auxillary troops.
