Full Description:
Duplicate letter from Barrington to Howe. Regards Major-General Fraser's proposal for the raising of a regiment of foot of two battalions. Having named Captain Duncan McPherson (of the 63rd), Lieutenant Boyd Porterfield (22nd Regiment) and Lieutenant Sir James Baird (17th) for commissions, the said officers be allowed to return to Great Britain to assist in raising their proportion of recruits.
