Enclosing two treaties for foreign troops (Brunswickers, Hessians, and Waldeckers) who are to serve in Canada under Carleton, a copy of Germain's letter to Howe (dated 3 March), and instructions from the Lords of the Admiralty to Sir Peter Parker on the appointment of Lord Richard Howe as Naval Commander-in-Chief in North America.
