Full Description:
Howe to Prevost. Head Quarters, Long Island. The men employed on the works of the garrison to be paid according to army custom including an allowance of rum while on duty. If there is no deputy paymaster on the spot he is to draw bills every quarter. Prevost is to give orders for necessary repairs to the barracks but avoiding unnecessary expence. Howe refuses to do anything about the rank Prevost requests because he has not received the King's commands.
