Full Description:
Germain to John Stuart (Superintendent of Indian Affairs.) Difficulties and uncertainties in the region have prevented me, until now, from corresponding with you since I was appointed Secretary of State. You will have been informed by Governor Tonyn that your diligence in counteracting the machinations of rebel emissaries attempting to prevent defections of Indians is appreciated. While the failure of the attempt on Charles Town [Charleston] will be advantageous to the rebels, we trust you will be able to retain their loyalty.
