377, 378 and 379. Robinson to Howe. Whitehall, Treaury Chambers. Acknowledges letters. Expresses that their Lordships are satified to hear the supplies are ample and satisfactory, except for the bread and flour. It is determined that these goods suffered in transit. As Howe has in part remedied this himself, there is no need to send bread. Mentions a fleet of transports to be sent out in the spring. Sends list of ships who've sailed since those of which advice have been received of arrival. Due to a long delay in Cork, many ships may not make Canada this year. Paper number 2 contains a list of the Canadian Victuallers and their cargoes which no account of their arrival in Quebec has been received. Paper number 3 Is a copy of the orders sent to Halifax. General Massey is allowed to take out of the 'Union' £12,000, part of the money on board. Captain Jacob's demand of 2 per cent for carrying the money from Halifax to New York, is not allowed any more than Captain Braithwaite's was. Paper Number 4 contains an account of the four store ships for Canada. If the ships arrive in New York, then Howe is to appropriate what is necessary of both stores and provisions. Orders are given to list Number 5, to provide camp equippage for 8,000 Provincials and clothing for 3,000 more. As per list number 6, Mr. Chamier states that he is purchasing salt, pork, flour and and other articles. Their Lordships expressed no objections, but if the Commissary makes purchases to any large extent they warn of double provision and waste. Contracts for rum left to Howe's discretion. Also expresses regrets as to the failuer of endeavours to furnish by Lieutenant Hawker fresh provisions and draught horses. Sends minutes of Board meeting number 7. Comment as toaMr Apthorpe continuing to draw bills without explaining whether for susbsistence or extraordianries, not withstanding repeated directions to such a distinction. And a final request made that if possible tar oil is to be disposed of at New York as Mr Camier finds it useless.
