Full Description:
Osborn to Mackenzie. Rariton Landing. Returns estimates sent to him to sign. Notice taken in general estimate that the pay of the general officers and the hospitals as well as the Commissariat has not been brought into account. The reason always has been that the Hessians have ever wished to set up a claim for an establishment of a Hospital and Commisariat. Has no authority from the [Nottes Concernant] 'argent de levee' and the [Etats] laid before parliament. Also has no instruction regarding the artillery, which they wish to have paid equal to the British. To this end a letter is enclosed to Lord George Germain, to be sealed and forwarded if approved. Additional post script, that the estimate for the Waldeck Regiment ought to go home and be signed with those of the Hessians.
