Howe to Lieutenant Colonel William Walcot. New York. Concerns prisoner exchanges and the variety of delays that have occured. [...'It has been seen necessary to appoint an officer of rank to expostulate on that head with Washington']. He is to be given all incumbent powers necessary to gain the expedient release of prisoners, including monies and provisions for such prisoner. Includes minute directions as to his proceedings.
