Barrington to Howe. War Office. Regarding Mr Thornhill, who had as an ensign sold his commission, but who had been promoted to lieutenant. The mode of settling is found to be within Howe's remit, but Barrington finds that Thornhill should be considered for an esigny only, but should have the pay of the lieutenancy until he receives the purchase money of his former rank. Not as a matter of right, but in consideration for the particular circumstances of his case. Mr Thompson's Commission of the 27 November should stand good and another ensign should be appointed to the lieutenancy.
