Howe to Massey. New York. Extracts. Is at a a loss to account for any reason he could have to imagine his command confined to the care of the dockyard and town of Halifax. Expects that he will protect and defend the province commited to his charge as commander of the forces and of the forces and of the posts they do or may occupy. Also regards the employment of Lieutenant Barron and Mr Tongue.
