Full Description:
Declaration of William Howe. Offering protection to the 'peaceable' inhabitants of the Province of Pennsylvania, the lower counties of Delaware, and the lower counties of Maryland on the eastern shore of Chesapeake Bay. Promising a free pardon to those persons (officers and men) now in rebellion, who would return to their due allegiance to the king.
