Full Description:
Howe to Germain, Headquarters Philadelphia. 'There being the prospect of terminating the war to the Advantage of Great Britain without another campaign', unless adequate reinforcements are sent from Europe for the British regiments. Requesting 10,000 draft recruits (independent of the northern troops) for the armies in New England, and no less than 15,000 men for the Southern 'Provinces'.
