Washington to Howe. Accedes to his proposition and has directed measures for all British officers to be released upon the conditions mentioned. Boudinot sent to examine state and needs of prisoners at Philadelphia. Passports for Commissaries. Stipulates that he is following rules and treating prisoners fairly.
