Full Description:
Major-General Eyre Massey to General Sir William Howe. Arrived the previous night in Halifax on the 'Favourite' brig a Cartel from Boston, with most of the officers of the 'Fox', Cornet Grant and four men of the 16th Dragoons, as well as some of Fraser's officers with some men, all in dire need of clothing. Mister Ogilve from Fraser's Regiment, delivered the enclosed from Lieutenant-Colonel Campbell, which he hoped would be opened, and was so in the presence of Major Small. Captain Baron and Doctor Cullen had been exchanged through a correspondance with General Ward, who was informed to order Lieutenant-Colonel Campbell to board any frigate in Boston Bay, to Rohde [Rhode] Island or Halifax with the request for Lieutenant-Colonel Ethan Allen as the exchange. Lieutenant-General Burgoyne and his army were still in Cambridge and the unknown reason for the flag of truce not being sent to Boston by Sir George Collier without consultation of the Lieutenant-Governor or on anything else. Lieutenant Needham was ordered to clothe the thirty or so men who had arrived but was unable to list them in returns as the ship had already left.
