Full Description:
General Sir William Howe to Lord George Germain. A letter from Philadelphia stating that he had misgivings on a proposed plan for an expedition to the Southern Colonies the coming Winter that may lack numbers, and could possibly have a detrimental effect on the inhabitants, which could play into the hands of the rebels who could prey on weakened areas, and the loyal inhabitants there. He also states he has refused the expedition which he hopes will not meet with His Majestys disapproval.
