General Sir William Howe to Lord Barrington. A letter from Philadelphia regarding a question of whether allowances can be paid to several regiments who have applied for Relief as they have incurred losses due to accidental fire, capture by the enemy or other unavoidable incidents, and seeks the King's consent to do so without creating a precedent.
