Full Description:
General Sir William Howe to [Andrew Elliot]. A letter from Philadelphia acknowledging letters dated 5 and 6 January and approving his conduct, also, explaining the refusal to admit any exportation not admissible under Act of Parliament. On the same principle, approves of his refusal to grant merchants in carrying goods to Nova Scotia or the Florida's unless absolutely necessary as well as the prevention of illicit goods getting through to the 'Rebel Army'. Also states that his handling the case of the brigantine Betsy was above reproach as well as his manner in the handling of naval officers and their concerns, was also approved.
