Full Description:
Lord George Germain to General Sir William Howe. A letter from Whitehall being used as a circular, about the King's concern in promoting welfare and happiness to all his subjects, especially those in the American Colonies, and asks for advice in seeking measures to promote this. Bills were produced and discussed in the House of Commons for approval, then the King commanded that the enclosed copies be printed and distributed for the people to see and discuss amongst them before those against such documents could prevent such issue.
