also 984 and 985. Howe to the Commissioners for Exchange of Prisoners - Colonels O'Hara, and Stephens and Captain Fitzpatrick. Philadelphia. - Private. Concerns the sufferings of the prisoners having been so great and of such a long continuance from the want of faith and from objections started on the part of the enemy which could not be removed that he has been induced to agree a second time to a general exchange of prisoners, and to nominate commissioners to meet others appointed by General Washington. Commit this trust to them with ample powers to treat on all matters relative to Prisoners of War. Explains lists and returns with which they are provided.
