Full Description:
Howe to Washington. Philadelphia. A passport to convey provisions had been issued for the shallop 'Polly', Isaiah Robinson Master, manned with three hands. On arrival it was found that Robinson was in fact Captain of the Andrew Doria frigate and that Captain Nathanial Galt of the [American] gun boat 'Argus' was one of the shallop's hands. As Captains Robinson and Galt appeared in assumed character they were detained agreeably to the established rules of war.
