Full Description:
Howe to Washington. Philadelphia. Regarding the arrangements for a meeting of the Commissioners to exchange prisoners. They are to meet at 'German Town on the 31st Inst' at 11am'. Joshua Loring Esquire will give his occasional attendence. Concludes that Washington joins him in the opinion that Germantown must be considered so far a neutral place as that no troops be permitted to enter it, except for the guards aforementioned during the meeting.
