Washington to Commissioners Colonel Grayson, R.H. Harrison, A. Hamilton and E. Boudinot. Headquarters, Valley Forge. Powers to exchange prisoners. The soldier for soldier, rank for rank and citizen for citizen having brought up differences and was found to be inadequate to all the desirable purposes for which it was intended. Commissioners are to determine and agree upon a treaty and convention for the exchange of prisoners of war, and for all matters whatever which may be properly contained therein.
