General Howe to Lord MaCartney. Philadelphia. Concerned to learn that the request made by the Admiral [Richard Howe] and himself should have been cause of loss or disappointment to the merchants of Grenada. Unrestrained liberty to import rum and molasses would result in bad consequences. Also on his resignation and appointment of Clinton.
