Phillips to Howe. Cambridge. That no change would be made in the army without his orders. Encloses list of officers who desire to go to Europe. Claim of Weir purveyor to Burgoyne's army. Lieutenant Murray of 9th Regiment may have leave to resign his quartermastership to Ensign Leslie.
