Full Description:
Clinton to Tonyn. Philadelphia. Innes to command Carolinian refugees. This will be delivered by Captain Keith Elphinstone of the 'Perseus'. Preperations against the province [of East Florida] alarming, but trusts he will be able to protect it effectually [against the Americans] until reinforcement can be sent. Captain Moncrief is ordered to repair to St Augustine.
