Full Description:
Germain to Clinton. Whitehall. Extract of letter. Terms of the Convention (whereby Major-General Gates took the surrender of the British forces at Saratoga) were not yet complied with. Part of the reason being that Burgoyne made charge of a breach of public faith on the part of the power which detained him and his troops.
