Full Description:
Major-General William Phillips to Major-General William Heath. A letter from Cambridge enclosing copies of reports from Commissary-General Clarke of the Troops of the Convention, and the finding of overcharges on several items that may have been made by mistake, and needed to be ratified. It appeared that charges were made on wastage that couldn't be put down to any storage problems but on the delivery of provisions to Rhode Island. There were also charges put on the price of provisions for Continental Commissary officers attending duty, which shouldn't be allowed. Charges were also made on provisions and water that had been supplied during the previous residency of Lieutenant-General Burgoyne and had been paid for, prior to his departure. Should not have had any prisoners of war but took some on for humanitarian reasons, but not for their provisions, and accounts for these were to be kept separate but not liable for their payment, as suggested by Major-General Heath or the American Commissaries, so will return the originals.
