Full Description:
Major-General William Phillips to Brigadier-General James Hamilton. A letter from Cambridge about the onset of winter and ensuring the health of the troops during that period as some could remain until the next one. This in turn meant that clothing supplies etc. from Canada were delayed as General Heath wouldn't send somebody across the Lakes to get them. Mr Commissary-General Clarke was due to go to New York and a report regarding the state of the troops would be sent to General Sir Henry Clinton, after consultation of all commanding officers of their concerns, and to their troops requirements of adequate clothing and necessities etc.
