Full Description:
Major-General William Heath to Major-General William Phillips. A letter from Headquarters, Boston regarding the accounts enclosed in letter of the 14 [September containing remarks by both Commissary Clarke and Major-General Phillips that would have been answered sooner but more important business required attention. On any accidental mistakes, feels sure that these were fully investigated and corrected if so required. On wastage, any valid question would be considered, other than that, some wastage was to be expected in some shrinkage, therefore chargeable. On ration charges for Commissaries and staff, they were no higher than for troops. The rations delivered to the hospital in Watertown had been omitted from previous account so were therefore required to be paid, just as any other account. The prisoners rations to be paid for on condition they were released from ship to shore. The United States were recognised by various powers in Europe so are entitled to be stated as such on documents. The Commissaries individually contract for provisions and pay under their own names therefore not necessary for Major-General Heath to sign as well.
