Full Description:
Major-General William Phillips to Major-General William Heath. A letter from Cambridge stating that Mr Commissary General Clarke's report on provisions accounts, including August, are sent. It was proposed that Clarke be allowed to travel to New York to submit them to General Sir Henry Clinton who could allow them to be under the 'United States of America' and be treated as such that may shorten the time of settlement, but will not certify or sign them.
