Full Description:
Prisoners. A letter of declaration by Herman Katencamp, HM Consul in Corunna regarding prisoners taken by Captain Wingate Newman of the American privateer 'Vengeance' (out of Newberry Port [Newburyport], Massachussets) who released a number of captives. Requesting all commanders of French and American vessels to let them proceed to England unmolested. Supplies a list iof prisoners, and also a declaration and certification from Newman for their exchange for an equal number of Americans taken, agreed to by HM Consul.
