Full Description:
Germain to Clinton. Whitehall. Death of Colonel Howard and the taking of the 'Eagle' by an American privateer, the 'Vengeance' commanded by Wingate Newman. Also his taking of the 'Harriet' mail packet out of New York, and the exchange of American prisoners. Sending a copy of the agreement with the French Consuls for safe conduct. If Newman and his crew are taken prisoners by way of His Majesty's ships of war, they are to be released and set at liberty in preference to others.
