Full Description:
Captain Richard Masters, 27th Regiment to Clinton. Headquarters. Not permitted to proceed to New York with dispatches, as a consequence of the resolve of Congress that no officer can be permitted to go to Europe on parole. Masters desires to return to England at once to accept a 'living' of £500 on his brother's estate. Has to remain until an exchange is obtained.
