Full Description:
Clinton to Phillips. New York. Impossible for him to liquidate the demand for payment for provisions and fuel furnished to the Convention troops, awaiting the decision of the government. Made one more effort to save the troops from marching from Cambridge. Shall direct 165 days forage money if the journey takes place, and no stoppages from the men to be made during its continuance.
