Full Description:
Germain to Clinton. Whitehall. Discussing the release of the Convention Troops of Saratoga and how as he suspected, it was the purpose of the Congress to evade the performance of the 'Articles' of that Convention by every means. Says that Clinton's submitting to their exorbitant demand of payment for the necessaries furnishedto those troops would only have been to waste the public treasure. Leaving it to Clinton's judgement. Mentions that the [Patriot] rulers in Boston consider the troops as their prisoners and are unwilling to enter into an agreement.
