Clinton to Germain. New York. Number 39. Transmitting the enclosed letter stating that there is reason to apprehend that an improper use has been made of the indulgence granted to the merchants by the Commissioners in order to prevent the loss of British merchandise, for which there was no demand here. Finds it expedient to put a stop to the exportation of British manufacturers, thought it proper to give His Lordship the earliest intelligence of this matter.
