Full Description:
[Clinton] to Washington. Headquarters, New York. Acknowledges previous letter with an enclosure. It is custom in Europe that any infantry patrolling without a non-commissioned officer should be liable if taken by the enemy, to be treated as a spy or a murauder. Brower and Lezier stood in this predicament whey they killed Richards. Through consideraton of the general distraction of the country, the case might have been misunderstood, has neither bought them to trial or permitted any particular severities. To envince the liberal footing of his transactions, Washington has avowed them and they are ordered to be exchanged immediately.
