Full Description:
Phillips to Clinton. Lancaster. Discusses how he ventured proposals of terms of the Convention Troops which have not succeeded. No reason for imagining exchanges will take place or any temporary cartel be agreed upon. Thanks His Excellency in the name of the troops for attempting to procure a release, though they hope no measures for exchange will be pursued inconsistent with true policy and their honour.
