Full Description:
Phillips to Clinton. Charlottesville. Captain's Featherstone and Edmonstone granted leave to go to Philadelphia for their exchanges. Convention Troops are healthy and behave well, the barracks are becoming tolerably commodius and officers dispersed over the country are gathering round them. Clothing and stores have arrived. Monthly Returns are ready and will be sent, encloses a general return of the effective state of the troops of the Convention Army as they are in Virginia.
