Full Description:
Phillips to Clinton. Charlottesville, Virginia. Had letter from Hamilton who is made prisoner. Encloses papers to instruct on the matter. Reports of second meeting of Commissioners at Amboy to settle the cartel for a general exchange. In list of warrants granted to the account of the Army of the Convention are several charges which it is out of Phillips power to take into account as they do not belong to the troops. In a few months will request a supply of money and stores.
