Full Description:
Phillips to Clinton. Charlottesville. By permission from the Governor of Virginia and Colone Bland, Captain Featherstone sets out this day for Philadelphia in order that his exchange may be effected. He has directions to request permission from the President of Congress to go to New York. Captain Edmonstone will follow in a few days. Takes it for granted the exchanges of both these gentlemen are settled.
