Commissioners for Indian Affairs, John Mitchell, Robert Tate, Alexandr MaCullagh to Campbell. Pensacola. Have considered request relative to pay and subsistence of the three companies of 'Loyal Refugees' from 1 January to the present time. Also the discharging of Captain William MacIntosh's contingent. Have decided that they cannot take upon themselves the payment of any debts of the Indian Department contracted previous to their appointment.
