Full Description:
Germain to Clinton. Whitehall. Circular. Enclosing the 'above Declaration of War' which avows the hostile intention of the Catholic king [Charles III] against His Majesty's subjects and Dominions. His Majesty has come to the immediate determination to commence hostilities. Proper authorities for granting [privateering] Letters of Marque against the King of Spain and his subjects will be sent to all the King's Governors with all possible expedition.
