Full Description:
Phillips to Clarke. 'Charlotte Ville, Virginia. Considered proposal in letter of 15th, does not see any material objection'. Must consider they are ignorant on the subject of exchanges and if a number of officers leave this place suddenly, the wines may be left in his hands. Will inform the Commander-in-Chief and take his commands. Mr Geddes shall be directed to give a credit at New York for £1,500. All loses to be upon his own charge and risk.
