Full Description:
Phillips to Clinton. Charlottesville. Leave having been granted Captain Featherstone set out for Philadelphia on the '6th instant' with dispatches. Captain Edmondstone will start in a few days. This letter goes by a flag of truce vessel that returns with spare clothing. Sends monthly returns from December last inclusive, and duplicates of public correspondence to England. Encloses two memorials for consideration, and begs orders thereon submitting several of the same kind sent into New York last year.
