Germain to Clinton. Whitehall. Number 41. Laid before king previous dispatches, satisfaction in important effects of judicious plan formed for the attack off the coast of Virginia, and enterprise against rebel forces at Shresbury and Middletown being prevented by an unfavorable change of the weather. On Spain becoming an enemy of Britain, exchange of prisoners ineffectual, and a report of the death of Mr Stuart.
