Full Description:
Phillips to Clinton. Charlottesville. Requests him to peruse the enclosed papers and give orders. Discusses the issuing and use of rum within the army. Recommends the proposal of wine for officers, and asks if it might be permitted to send a small American vessel to the Bermudas for fruits and other refreshments.
