Full Description:
Phillips to Bland. Colonel Carter's House. Received letter concerning the sundry accounts for supplying the Convention Troops with provisions and such, and a variety of other matters, he will prepare his answers without delay. The British Commissairies are present and ready to examine into any deliveries of provisions which may have been made and to explain on any particulars which may seem doubtful. He is ready to enter upon the same business in the manner that Bland or Milligan shall prefer, and as soon as may be convenient to them.
