Phillips to Milligan. Colonel Carter's House. Perused with great attention the letter from Mr Duane dated from Philadelphia, 28 June 1779. As it contains a variety of public matters will write immediately to Mr Jay, the President of the American Congress. Discussing the settlement of accounts he mentions that he is ready to confer upon any subject, will assist in all further settlements but being a subordinate General Officer it renders him unable to have the authority to draw bills upon Great Britain other than for the mere supply of a certain portion of pay for the Officers and Soldiers.
